On every flood prone development a visual indicator of a flood peak of ‘XXX metres will cause damage’. Damage should be specified as water entering the occupied area of the house. The indicator should read the same as the flood reports. Similarly it should be noted on any documents relating to the property. This should include sale and lease documents. It will give time to save contents and inform potential residents of the risk.
The fact that the property is subject to flooding should be openly displayed.

A way of correlating all ‘levels/heights’ measurement systems (eg Flooding, tides/sea levels, land topography and building levels etc) in plain terms could be available on council/gov sites. Rather than relying on shaded areas on general graphics, google maps or Gps heights that can vary up to 5m (about the height of a Two storey house.
